Our History

PFHA established on June 28, 2012 under the approval of the Ministry of Home Affair(MOHA). However PFHA has a long history since 2004. Therfore PFHA has 3 main periods of development

First period- Before setting up PFHA. At the beginning, the International Planned Parenthood Federation(IPPF) came in Laos, 2003 under the approval of the Ministry of Foreign Affair(MOFA) and IPPF worked with the Ministry of Health(MOH) and Lao Women’s Union(LWU). At that time, IPPF set up the office called IPPF Lao field office and recruited the National Coordinator and other staff based in Vientiane and run a project. The first project implemented was Safe Motherhood Project and then followed up with other projects such as Cross Border Project, New Hope Project, etc.

Second period- While setting up PFHA. IPPF is a federation. There are members around the world and also expanded the member of association in Laos. Hence 2004-2008, IPPF provided fund support to Lao staff in order to establish the association, led by Dr Vanmany Chansomphou, National Project Coordinator with the staff. Even though, the team had an attempt to seek an advice from the local authority and tried to work hard on it but it was not successful because of no official paper to refer to. Up until 2009, there was the prime minister decree issued and allowed to set up the association. Lao staff led by Dr Kedkeo Soudachanh started working on it again by following the instruction of MOHA and support from the relevant authorities, sending the request with all supporting document to MOHA and finally it was approved.

Third or last period- After setting up PFHA. After getting approval, there were many changes. PFHA has its own constitution and needed to be followed. The governing board of PFHA was elected by association members and got Dr Chansy Phimmphachanh as the first president of PFHA. IPPF Lao field office closed and was change to the PFHA office and PFHA became associated member of IPPF and then PFHA has been developed itself, mobilizing more resources both internationally and internally and grew up until now.
